Be patient as you wait for your iPhone and Apple Watch to reconnect and let the data sync up. Once your Apple Watch and iPhone are back on, go to the iCloud options again and toggle On for Contacts. Once you are there, delete them from your iPhone. On your iPhone, go to Settings > iCloud > Turn off Contacts.
